I think that the most important lever that is to be pulled is to get rid of this evil idea of feminism, which keep telling women to sacrifice kids for a meaningless "career" in marketing or HR at Globohomo. In addition, I believe that financial incentives do play a critical role, as aside from the above, women are pushed into the labour force because raising a family requires double income, and increasingly so. I can speak for Europe that the state spends more and more money on evil stuff, such as replacement migration, but cuts back on his original responsibilities, which means that private money is required even more, e.g. in health care and eduction.
